Costs and responsibilities in international recruitment
Short answer: Costs and responsibilities should be agreed in writing before recruitment starts: typically the employer pays the agency fee and employment costs, permit and visa costs depend on the country, and agencies must not charge jobseekers placement fees in Poland.
Cost categories to budget for
| Item | Typical question to settle |
|---|---|
| Agency fee | What is charged, when, and what happens if a worker leaves early? |
| Permit / visa / sponsorship costs | Required only for some nationalities or destinations; who pays? |
| Travel to the place of work | Employer, agency or worker (check legal limits)? |
| Accommodation | Provided, subsidised or arranged by the worker? Any deductions must follow local law. |
| Onboarding | Safety training, tools, PPE, language support, certificates. |
| Employment costs | Wages, social contributions, insurance, holiday pay. |
| Compliance | Registrations, right-to-work checks, record keeping. |
Responsibilities
- The employer is responsible for lawful employment in its country: contract, pay, working conditions, health and safety, and right-to-work checks.
- The agency is responsible for its own registration and conduct. In Poland agencies are restricted from charging jobseekers for placement; check the current rules and ask any agency for its fee policy in writing.
- The worker must provide accurate documents and register where the destination country requires it.
